Yes, Pal Joey made my Best of Broadway for 2008. No, Billy Elliot didn't (but I'm only rating shows I saw, and I haven't seen this one yet).

No doubt "Best of . . ." lists will be as varied as the individuals writing them. I've posted mine, and there's something on it to aggravate just about everyone.
